Also Photoimpact5 or 6 will the job. You can find this full program often on magazines. I use it all the time.

Himico, Click on the link above & download bordermania (it's free). Install it to your Photoshop or PS compatible plugins directory & you're all set. The frame on the attached pic took all of about 30 seconds to throw together :-)

Alien Skin also has a cool plug-in called Splat that does frames, among other very cool things. 8-) (EDIT: My apologies ... I just noticed the free or inexpensive part. Splat is $99 but it is very good!)

DTigerWoman has postwork scripts for PSP or PS in the marketplace, currently on sale at $5. They include about 10 framing actions.

If you don't have a paint program like Photoshop, PaintShopPro, PhotoImpact, etc., download IrfanView (freeware) and download Bordermania (like Cooler said). Install the Bordermania plugin in IrfanView plugins folder and you're all set... for free.

France Oops, I forgot to mention there are many other free plugins that create frames AND that IV can use. One of them is Andrew's plugins (don't remember what series) and another is FilterFactory border series.
