Subject: moneystile filter?

Hi there, I was surfing the net as I came across this picture of you-know-who. I guess, and hope, this pic was created of a normal pic, but with the help of a couple tweaks from photoshop... If so, does anybody knows how to do this? Thanks a lot Me
