Yes, sure you can use Paint Shop Pro as long as you have a version with layer capability and you know and understand how to use layers and brushes.

Yeap and yeap :) I can usually convert PS brushes to PSP and PSP has had layering capabilities for quite some time ;) The only difference really is PSP (no matter the version) doesn't support PS layer effects, like bevel and drop shodow.
