Hi! I am in need of advice. I downloaded file inclusion 'rte' file. And I must need to download RTEncoder. And a question arises. Why rte file exist? I think 'rte'file is unnecessary. Good bye!

It is necessary for one reason. Distribution as an encoded file (as rtencoder or objaction file) eliminates any potential problem with copyright violation, since it may be illegal to distribute the "seed file" itself.
