This is something I have wondered about since upgrading from PS v 5 to v 7. I am now running PS CS. Anyways in Version 5 you used to be able to make a selection then go to a dialog box and type in a measurement value to rescale the selected area. In other words if I want to scale something based on a selection then scale it to say 5 inches type of thing. Is there a way to do this in PS CS by typing in a inch value?

It is possible, with the crop tool. Select the tool, type the size & resolution you want in the top menu.

Make your selection then go to Edit > Free Transform (or Edit > Transform > Scale). It will have a bounding box with handles which you can scale manually or type in values on top menu.
