There is a "Dummies" for everything, including how to write a blog. This article has some good suggestions, I think.

On the web since 1993, poewar.com offers articles about writing, job leads, freelance leads, a fast fiction exhibition and other writing-related features.

I have no background on this one (as in, who puts it up) but it has some interesting items on it.
