everytime I save a V3SAE character in PPP, when I reopen it, it lists all the PBM morphs,dead (not working) deltas, etc... hoggin up all my dial list space. any clean fix for this? I know about the neg dial cleaner, Im wondering why this is doing it in the first place, and how to STOP it if I can... thanks

You can't stop it from happening; you can only use DialCleaner to fix it afterward.
Poser wasn't coded to hide those kind of dials, but if you stick a hide command in the right place in the CR2, they'll be hidden anyway. DAZ is utilizing a file hack that Poser can't do on its own; when you resave the character, the hide lines don't get written. Hence, a utility to do it for you.
Maybe it's been addressed in Poser 6 ... if not, you can start pestering CL to add this function through a service release or in Poser 7. I don't think it'd be that difficult to code, personally.

Sorry that this isn't going to help with PP... but for any Poser 5 users who might get similarly annoyed with all the PBMCC PBMDC stuff, try looking at the excellent "Group Morph Dials" poses by Dimension3D in freestuff. I used to group morph dials in a similar way manually, and these poses have saved me so much time. It's a simple task to add a further grouping to such poses (in a text editor) that will at least contain all the superfluous dials in one less-annoying grouping.
