Conelrad! The ancestor of the EAS... The idea was that only one station in each city would stay on the air, and it would switch frequencies between 640 and 1240 every few minutes to foil enemy direction-finding. It was rather silly, because by the time it really got going, both sides had [primitive] satellites. And of course the one time we really needed the whole civil defense setup, it failed. Governments should learn to use more imagination and less mechanism.... but they won't.
