Do collision: YES
Gravity: -0.0005
Spring Strenght: 0
Air Damping: 0.5
Spring Damping: 0
Bend Resistence: 0.5
Position Force: 0
Root Stiffiness: 0.05
Root Stiffiness Fallof: 0.33

Hair Density: 10,000,000 (4771 hairs)
...
Verts per hair: 10

This was the best I got to avoid the hair keeps jumping or moving when it should not.

Question: Can you give some advise on those parameters ?
