I would like to delete the infinite plane and have a static background image (a photo). Then use the image to light my scene (I understand this will not be accurate HDRI). I want to tell Vue to render over top of this unaltered, unstretched photo. Can it be done or do I have to play with "billboards" and trick it? Thanks in advance.

Infinite plane for clouds or ground? Image doesn't have enough light to do that, it can though give ok reflections etc. Use a Alpha Plane :) you CAN make flat HDRs for this by way.
