To me it looks like it was painted in a graphic program using "Hair Brushes".

Good eye! That does look like it. It looked painted to me because of the way the back is so whispy, and the bangs are a bit "fly away", unlike ready made hair.

The hair is a hair prop, not a conforming hair, so the 'flow' is missing. Mazak
