Looks like the eyebrow material isn't set to fully transparent. Go into the material room, select the Eyebrow material, and make sure it's set to Transparency 1.0, and Transparency_Edge 1.0. That should do it. Also if you have the head morph pack you could use the BrowsGone morph.
