I really like Comic Book Creator available at: http://www.mycomicbookcreator.com/frontpage.php It's incredibly reasonable in price, adaptability, and easy to use. There's an incredible amount of free resources at their website and they're just great to help out if you have questions.

Well, Comic Book Creator is certainly cheap if you have nothing else, but since one generally needs a good image editing program anyway, one can simply use that. I have a couple of template files for Photoshop, and I just drop my renders into that.
