is there something that can give me color swatches from a pic?

Make a copy of the picture. Image > Mode > Indexed Color to change the image to a 256-color image Image > Color Table will bring up a palette that you can save.

one other thing i do is to run the filter -->PIXILATE -->MOSAIC and adjust the slider to the cell size you want (the higher the number the less colour swatches to select from)

i then save the colour swatches i want...
