How do you do this? Anytime I stretch my terrain, I extends in the z direction too... I'm trying to make a sea floor for a render challenge... -Ryan

In the perspective view...highlight your terrain and by the little rotation buttons just highlight X and Y. Then pull your control handles.....

If you are using a procedural terrain, the default material mapping mode setting is ObjectParametric. Resizing the terrain in this mode makes it grow vertically (Z-axis) as its size increases (X and Y axis). Changing the mapping mode to WorldStandard allows resizing the X and Y axis without affecting the Z-axis. Peggy

Or in the numerics tab, size tab, click on the little lock and enter numeric values on z & y axis.

Or in the top view, use the control handle in the middle of the edge rather than the corner.
