Subject: Changing File Extensions in Batches?

Not sure where to ask this because it's not hardware related or HTML related, so I'll ask here :)

Is there a utility or function in Windows 2000 that allows batch conversion of files from one extension to another?  I need to make a whole lot of thumbnails for some presets for a graphic filter/plugin. What I've been doing because I'm dyslexic is copying the preset file to a separate folder and changing the file extension to .jpg, and then creating the .jpg thumbnail and over writing that file. This way I don't have to worry about mistyping the file name.

I've tried a batch conversion inside Paint Shop Pro, but because the files I want to change the extension of aren't graphic files PSP can't open them to convert them.

Is there a utility that will make this process less painful or am I stuck renaming several hundred files manually one by one?
