Casablanca rings a bell... all be it a very small one, a long way off... but it made me think of PoserWorld....
Nope just checked it out and i was wrong. But there is a big floppy hat and a long coat there for Mike3, it's the Timelord outfit. Would need some work to make it match for the Joker outfit though.

See attached link for the Casablanca suit for M3. Select "Projects" (top menu), then "Michael" (left menu).vince3 posted Tue, 18 July 2006 at 3:38 PM

Here's hoping that suit runs well in Wardobe Wizard! I'm hoping I can make it fit James!

If you're after that "floppy" look you might want to experiment with dynamic clothing.

If you made the casablanca suit jacket longer using a morph and then colour it purple it would be quite close to the joker outfit.

you could actually turn the conforming clothes into dynamic clothing!!! by loading the individual cloth parts one by one!! and exporting them as Obj. or 3Ds. files, then if you are adventurous you could take the oBj. into a modeling program, add the extensions to the shirt and coat!! then bring it back into poser, take it to the cloth room and make it dynamic!!! might work!!!!!!!
i should point out that even with all these adjustments(if you make them) you would not be able to re-distribute the new object(dynamic)

PoserWorld has an old P4 Male Zootsuit that may convert well with WardrobeWizard.
