Look for the Make Human here http://www.dedalo-3d.com/ its free and very cool. But dont forget to ready the TOS for it... I think you cannot sell what is created with it...

You only can make characters using a modeler software (like Hexagon, Shade, Rhinoceros, 3ds max, Lightwave, etc) and Poser.
