Looks to me like a body appliance that they create to make up someone as a alien.

Looks like a toy based on a movie monster to me, probably judging by the holes with a sound box in.

I looked around the web but could not find it. I'm guessing some sort of alien or monster novelty telephone, perhaps a radio. Looks like the torso of a character from the pinhead movies.
