As you can see the scenery in this example image is pre-rendered, but it also has the painted look I am after.
So far the only good renders I can get are photorealistic, so I was wondering if any one could give me a few ideas as to what settings or plugins I should use to get this kind of render.

This does involve many texture maps and that's what predominantly creates that "look". The lighting looks simple enough: one main light with shadows turned on and a fill light from about the 90 degree left position with shadows turned off and intensity set to something lik 30 percent. You'll just have to experiement a bit! :) Mark

You could try using a prerendered backdrop and some shadow catchers.
The toon settings also might help but don't over do it.
