what about taking a background photographic or a white long paper roll
take some water and ad grenadine sirup until you have a consistence like stiky blood
place a camera if you are alone or have friends with multiple cameras or fotografic unities
and cast away from the side the content
do not forget to place light on he rigt angles
and after chose the text in photoshop or PSP after import of you picture
i do not think i forgot something oh yes don't forget to clean up after
lol

sorry shouldve erased it I used karo light corn syrup and red food coloring but thanks though not quite the same but its ok. Thanks maybe I'll try your method too. I was wondering if there was away to simulate this effect using just photoshop.

photoshop can give you possibilities but the effects must be combined
i am almost sure, if you use a combination of glass, plast wrap, and emboss, or blending layers,
you can find a way to resolve the work, but the time can be long to make the effect,
and also mask and i am not a specialist, with mask but it will be necessary.
you can also try to make a game between light effects.
put maybe water on a glass and scan it and work on it but take care with water and scanner
lol use an other recipient to contain your liquid form for exempel just a few drops and you draw with a finger on the glass plate.
