might check the resolution on each screen. Recently had someone who tried to have a 640x480 screen (don't ask...;) and the screen wouldn't show until you bumped it up to 800x600...;) refresh rate, resolution, color depth, each can have a varying amount of impact on the monitors (not all that much, to be honest...;) just a thought.
I wish I'd said that.. The Staircase Wit

Might be a bug with the 7-10 driver.. maybe try the 7-9 driver?
I'm running a x1950 pro here with 512 meg, and was recently running one with only 256 meg, and both ran fine on the new driver.
Maybe use the ati driver removal utility, and then install the 7-10 fresh without any old junk sitting around?

I have found that running dual screens on even an advanced card tends to cause glitches with software that uses open GL for its display rendering specifically if you have multiple open gl software open at once. This has been true in my experience on several computers with both ATI and Nvidia cards. what I have seen mimics pretty much what you are discribing, that the workspace simply copies whatever is underneath it rather then displaying your scene.

Simple solution then: install the new driver, swap the cables going into your monitors, and then swap them in preferences since you said that worked properly.

another problem with the new ati catalyst drivers is that cli.exe will clone itself many times and you might find your system very sluggish..

That's the first time I've heard of that, and I'm running the new UT3 demo, and the new crysis demos at blazingly fast speeds with the 7-10 driver.
Once caution about x1950 pros though... check them monthly for dust buildup.. .I think I cooked my old one. it had clogged the air intakes of it's cooler channels with dust, and when I removed it to clean it, I'd say that perobabl 50% of the channels were packed with dust! The card was running very hot for some time, and while it still works, it does lock up now when put under heavy game or 3d use.
Good thing it, it's still under warranty.

Sometimes the simplest solutions are the easiest. I had 2 of the same brand/model monitors and a similar issue, I think.. it might be a windows issues because they are identical and hydravision confuses them.
After a few hours of trying to figure out why things weren't working properly, I just figured screw it, shut the system off, swapped the monitor cables on the video card, fired the system up, and I was good to go.
