My brother bought most of the stuff for poser. I just wanted to know if there is a way for me to tell if the Vicky i have is Vicky 4 or Vicky 4.1

If you just purchased it then it will more than likely be 4.1
V4 was the first edition then they updated with more morphs and such
if you have V4/V4.1 in your runtime it will read "Victoria 4" or "Victoria 4.1"
You might as well PAY attention, because you can't afford FREE speech
