I was trying to parent the basket to the baby's arm. I resized it. I positioned it. I parented it. I tried with "inherit bends of parent" both checked and unchecked. But the basket distorts something awefull...as you can see. I tried parenting first and then positioning it. But that didn't work either. What am I doing wrong? Can't I parent props to arms?

Generally, you should position it first, then parent, with "inherit bends"
unchecked.

One possible "gotcha": 

If the arm (or even the figure) is not at original (100%) scale, you'll 
have distortions.   I don't know of an easy solution, except to restore
the figure and all of its parts to 100%, attach the basket (scaling it
up temporarily to look right) and then set the figure or the arm back
to the small scale.  The basket will then be undistorted.

Sorry, but that didn't help. I started over fresh and didn't touch the baby. When I parented the basket it distorted. when I tried parenting first and then moving it, it still distorted.

a long shot but have you tried unchecking the Bend option for the basket?
