I did a few tutorials for 3Dworld containing some photoshop work.
Like Rod, i need to ask too if it´s city lights or is it those small glare effects to increase reflections on specific parts?
If i haven´t posted it here already, i can always put something together. :)

C'maaannn.....you know we mean*  both*.....!  If I had to choose, I'd say can you please, please give us some pointers on "those small glare effects to increase reflections on specific parts".  I've tried emulating both this and your signature, glow FX and have ended up feeling inferior and just, well, crap.......!  I demand that you hand over ALL of your secrets, now.  I'm not kidding.

My self-build system - Vista 64 on a Kingston 240GB SSD, Asus P5Q Pro MB, Quad 6600 CPU, 8 Gb Geil Black Dragon Ram, CoolerMaster HAF932 full tower chassis, EVGA Geforce GTX 750Ti Superclocked 2 Gb, Coolermaster V8 CPU aircooler, Enermax 600W Modular PSU, 240Gb SSD, 2Tb HDD storage, 28" LCD monitor, and more red LEDs than a grown man really needs.....I built it in 2008 and can't afford a new one, yet.....!

My Software - Poser Pro 2012, Photoshop, Bryce 6 and Borderlands......"Catch a  r--i---d-----e-----!"

C'mon Paul, Your Train sets lately have had some pretty amazing light works.

No like highlights from like reflections I think great tut used it on my Sword in the stone image but I am dumb and forgot what I did lol!
