I just made a purchase using PayPal, which I've done many times in the past but today my downloads are pending.

I've just recently changed my PayPal account because earlier this month someone managed to hack into my original one and attempt to make some fraudulant purchases (not here).  So as a precaution because that account was compromised I created a brand new PayPal account. This purchase in the RO marketplace is my first purchase using that new PayPal account.

Is that why my download is pending?
