I am working on a scene for Poser in which I would like to feature a Witch/Sorceress character. I'm trying to find some suitable props as well as clothing for V4. In particular i am looking for some clothing which is of a light material and flowing.
It anyone knows of any such content and point me to it, I would much appreciate it.

Try sending a Site Mail to Daio. She has a great character for V3 called "Witchy" that was available at Poser Pros. I don't know if it's back up for sale at Art Zone or not, but you can send her a message and see if she can strike a deal with you via Pay Pal or via a gift certificate in exchange for the item.
