I've looked and searched High and Low and I can't find the hair I'm looking for.Anyone know where I can find this type of hair? I've attached a link to an image (courtesy of SeanE).

Hi!
This one looks very "morphable", maybe you can tweak it to your likings?

I'd personally start with trying this one for that look:
http://www.daz3d.com/i.x/shop/itemdetails/-/?item=4619&cat=524&_m=d
all kinds of morphability in it, and I'd take care of the color myself.
Like I say, that's just where I'd start. :)

Then there is Mitsu or Sapphire Fox both very morphable.

Dear Bandolin; If you're planing on importing your scene into Max, perhaps Kozaboro's FREE Long evo Hair could be sub-object edited to look like what you want. It's officially meant for V3, but I use it all the time on Posette and Judy, so tweaking it shouldn't be a problem, -plus it come swith a lot of 'Windy' morphs. Yours truly, David P. I have both saphire fox and sylphaid hair neither of which I can manage to get the look I want. The Mitsu hair is too straight. I'm kind of looking for the 'just got out of bed' tangled look.
I don't know how you'd go about getting Koz's straight hair to be wavy. It seems it would take a lot of vert pushing. Have you had success morphing this hair in Max dphoadley?
Legend Hair looks promising though.
Thanks for all the suggestions.

When I looked at the link it screamed Mitsu to me too.
If you do postwork you can add a few curls with hair brushes?

I personally like Wind Swept hair Just darken it up and it should work.

I'd have to agree with Anniebel and suggest the Sapphire Fox hair as well. Have you tried altering the transmap to get rid of the bangs? I think that will get you closer to the look you want plus it can be made longer and messier and has way more volume than the Windswept Hair.
Here's part of a wallpaper I did a few months ago for a friend who's a big fan.

Ok so there's nothing out of the box. I'll have to do some tweaking regardless of which solution I go with.
