Yes, it is a World of Warcraft human mage - female, in case you're not sure.
It's one of their screensaver / marketing images. They don't look that good in game.

I think games should not publish their concept art, because nothing in a computer game remotely resembles the concept art.  Years ago when I used to play computer games I was sorely disappointed to find out that the avatars and everything else in the game didn't at all look like what I was seeing on the box!  I think that's false advertising actually.
