I would guess it's from poserclub itself, but I really don't know. The reason I think it's from there is teh lettering on the diner window (on the left), which is definitely not English or any western language.

Looks like a made background to me, by the artist him/herself.
ps. I think you should have given credit to the artist, just as a matter of courtesy.

I don't know about background pic, but props(sugar pot,paper napkin, etc.) are made by Zippo.

dunno, but I did find these sites thought for 3d Japan:

the only problem with the first site is that the models need to be converted from .dmf format to dxf, and the second site you need to be of higher "rank" to download the main stuff

I already have the diner and props, I just need the city scene OUTSIDE the diner.

The city scene outside the diner is most likely a photo merged with the scene.
