I think that's what you'll have to do, create the boots around the zeroed foot.

This thread on this very board has how-to examples for rigging high-heel shoes to La Femme in the setup room. It works the same for all Poser figures. As to modeling shoes, I have no skills at that. I have rigged public domain shoes to various figures. See my free stuff.
