How is photoshop elements 7 at doing post work, texture painting and tasks like this?

not sure if i can give a definitive answer but i've always leaned towards "elements" being more for fixing photos and minor manips...
not sure how robust it'd be to do painting or texturing... but then again i don't have access to a system with "elements" to give it a proper run-through.
