If the prop doesn't have separate parts, rigging it won't be easy.Here's a nice modern chair already rigged, by Shamira:

Note: Shamira packages things in odd ways. The Runtime from this ZIP isn't
set up properly. You'll probably do best to load up the PZ3 in this package and
then save the chair as a figure.

Maybe a dumb idea, but what about exporting it to blender or hexagon,
rip the .obj in two pieces and reimport as two props? i guess you will lose the other movementoptions that way but the result can swivel (cool word :D)

Depending on how the other movements are made (if they're morphs this won't work) you could select the lower part with Poser's Grouping Tool and simply make a new group that way. And then set it up with this new, extra "body part" so it can swivel :)
Of course, since you've already found another chairm this may be a moot point, but let's say you wanted THIS particular chair for some reason.. it could be doable like this :)
