You might try this ...

1. Select the "chest"

2. Open the Joint Editor
   [menu] "Window" >>> "Joint Editor"

3. Change the "Joint Order" (at the bottom of the Joint Editor" window) to "YZX"
   (click on the small down arrow and select "YZX")

For Conform to work, the way your clothing figure is rigged must be pretty much the same as the figure that will wear it.  Do not create these bones by hand in the Setup room (unlike your sword project);  you need to load the bones from the library in the Setup room.  Is this the "P4 Nude Man"?  If so, then you should try these steps:

• Make a new, blank scene
• Import the OBJ if your clothing items
• Go to the Setup Room
• In the Library palette, locate "P4 Nude Man" (or whatever character figure you're using); this loads his entire rig (his bones) onto your model.  It also loads some extra junk that must be cleaned up later, but for now this is OK.
• Activate the "Grouping Tool" (group editor)
• Hit the "Auto Group" button in the group editor
• Switch to the Pose Room
• Save your new figure to the library palette, in some directory
• Make a new, blank scene
• Load your new figure from the library palette

This is the minimum number of steps that will get you a working, conforming figure.  There is some clean-up work to do with your new figure, in that it has a lot of joints and morph information that is not useful, and should be removed.  Some of this can be done in Poser:
with your new figure loaded...

• Go to the Setup Room
• Activate the Hierarchy Editor window (Window menu -> Hierarchy Editor)
• Locate bones that are not required in the Hierarchy Editor (for example, you do not need legs and feet in this case)
• Carefully select each extra bone and press the "DELETE" key on the keyboard, and remove the extra bones
• When complete, return to the Pose room and re-save the figure to the Figures library (it is safest to keep different versions as you progress with a project)

You should leave the bones at the "root" of the tree (Body, Hip, Abdomen in your case).  Your conformer may work without them, but most people leave those root bones in. 

Removing extra morph information is more complicated, you should probably look into a CR2 editing program.

Also note that "Auto Group" is only good for very simple models; if you have a very complex model, Auto Group will make a big mess.  As you keep learning, you will probably want to learn to make polygon group selections by hand in your modeler (unless you already know this).
