Try doing the background on a square in the material room.

This is how you import a background image in P6, I imagine it works the same in P7.
From the menu bar's Figure menu, select Import > Background Picture. You will then be presented with a File Open dialogue box where you can brows to the image you want to use. Select the image and click the Open button. You will probably be presented with a message "The background width/hight ratio is different than the current window. Change window to match?" Answer "Yes" to this. The picture will then be added to the background. **If you don't see the picture at this point, open the Display menu and make sure that "Show Background Picture" is enabled.
**
It's probably best if you resize the image to be the same size as your desired final render size, before you import the image. This is not compulsory, but it can improve image quality.

Your subject title is misleading. There is a feature where you can copy your scene to background. Effectively, Poser will create and paste a background image, or picture, of your set. The convenience is not having your scene cluttered if you need to concentrate on one particular aspect (Pose, set rearrangement, etc.)

Ah, did I misunderstand? If you want to paste the current scene into the background, do Display > Paste Into Background. If you still can't see the image, open the Display menu and make sure that "Show Background Picture" is enabled. If the background does not show in a rendered image, make sure that "Render Over: Background picture" is selected in the Render Options.**

You just can't put the words "Poserites" and "happy" in the same sentence - didn't you know that? LaurieA
Using Poser since 2002. Currently at Version 11.1 - Win 10.

Perhaps this image will explain better. Steps 3 through 5 may not be necessary, depending on your current settings.
