From looking at the promos I don't think its part of the character.

Whats the promo ? give us a clue where to start getting info form ?

Could be a custom dynamic skirt model ?

I just went thru hundreds of pages for V4 at RuntimeDNA, R'osity and Daz and I can't find it again. IIRC I did see it in a larger expensive set which I could not afford at the time. I'll keep looking for a look-alike skirt.
