I'd like to know if there is a way (or a plugin) that allow what Shave and a Haircut for Maya does, i.e. coloring hair using the follicle or underlying mesh texture.

You could try plugging the map into the Root_Color, Top_Color and Specular_Color inputs of the Hair shader in the materials room, although I'm sure this will take a lot of finessing and experimentation.

After a quick test, short answer, yeah this kinda works.  A shame you can't control distribution or thickness of hairs with a map.

Here's another with a very contrasty black and white map (some transmap or other).  Note you have to set the color values for each of the channels on the hair shader to WHITE, they will be RGB multiplied with whatever is on the map.
