well the rain is the dear old volumetric cloud made tiny and rarefied and placed in front of the camera; I'll send some settings screenshot as soon as possible

Looks fantastic! I'm not sure I'm following the screenshots though, I mean I can see the settings, but how are you getting it to appear the raindrops are falling? Or is that a visual deception based on what my eyes are expecting to see and they are not necessarily falling at all, but rather randomly changing position and my mind is percieving them as falling?

both that is to say that if you increase some settings slightly, rain moves to one direction in a chaotic way and vice versa. another trick: managing the scale, you can simulate a drizzle or a tropical rain
