Hello,
I have two props that form the beginning of a sword. How do I lock the parts together (one is a cylinder for the handle and the other a flattened cone for the blade) so that when I move the modified cone the cylinder moves with it as one unit?

Set one to be the parent of the other.

Export both objects (props) ... then Import the file you exported (UNcheck ALL options).
[menu] "File" >>> Export" >>> Wavefront OBJect"
Walla !!! The two props are now ONE.

Yup, those are the two ways. Its customary to parent the blade to the handle so that when the sword is used you can parent the handle to the figures hand and it all moves together.
The child moves when you move the parent. Moving the child does not affect the parent.

Thanks guys (or gals if any) that worked.
Now.... how do I go about putting specific designs on the blade and handle. I need to have the designs in very specific spots but of course, when I just apply an image in the material room it just plasters a stretched out image over the surface. How do you experts apply a Mat to a specific shape and precisely put elements of the Mat on specific areas of the shape?

You will need to create a UVMap of your prop's mesh, laid out in a logical manner in order prepare an appropriate texture. UVMapper is an excellent program for accomplishing this, and it comes in 2 flavors, free and Pro versions. I do not have enough experience creating such mapping, but I do use them extensively as templates in 2D programs for texturing.

If you are using the poser primitives, they are already mapped. You can get the map from UVMapper as hborre says. The problem will be that as you scale the obj the uv map will stay the same, so a texture will distort.
You might do best to export and reimport the mesh and create a new map for the obj. Try just getting the current map first and see how you go with that.
