I have seen some Actions for Photoshop cartoons for sale on Renderosity.

i know there are plugins to make it "cartoon-ish" but to really make it look high quality, you need to work on multiple layers, do a lot of tweeking, and play around with some color blends.
basically you still need to do a bit of work...

Are you using Poser?
Have you tried the "sketch render" option?
What application is your render coming from?
Pretty much all applications have some toon shader.
They're not perfect, but they get you started.
In photoshop itself, you'll do better doing some basic work by hand.
First, identify a style you want to match. People often say "i want it to look like a cartoon" -- without really knowing what it is that they want.Is it a halftone (dots) or something continuous?

If I didn't know any better, I'd say there's some guy spamming the galleries with "pencil drawings" via some filter based technique. (One after another based on a celebrity or model pic with ridiculously consistent hatching patterns and shading key. Doesn't seem humanly possible to me. I will admit the results look nice, even though I don't believe they're really 100% hand drawn. And even it takes a bit of work in PhotoShop to touch-up properly.)
I wont name names though. :P
If you're daring enough to take a guess as to who it is and ask, there's a chance you might get some good settings to go on. But then again, the person might get mad too.
(And I'll also admit it's quite tempting to take a side-wager as to whether that person can produce a video of the entire drawing process. Yeah, I'm rotten like that. But prove my suspicions wrong.)

There might be something worth downloading.

Try This:
Open your rendered image in photoshop
Click on Filter->Blur->Gaussian Blur
when the Gaussian Blur dialogue box comes up, set Radius to 3.0
then click OK
Now, after the blur is applied, click on Edit->Fade Gaussian Blur
When the Fade dialogue box comes up, leave the Opacity at 100%
and change the mode to Darken
there ya go.

Hm, that technique is an interesting jumping off point (towards a Max Payne-ish look). Also try playing with the cutout filter on a duplicated layer combined with blend modes and blur effects. There are a multitude of plug-ins and Actions related to this, just plug "photoshop sketch plugin" into google and follow the crumbs.

There is actually a really great plug in available for photoshop that will take a photo and make it sketch-like. It is created by Topaz Labs and a website for them is http://www.topazlabs.com/. They offer an unlimited 30 day trail of their product.
The area you are looking for within the program to do is the "Clean" one. Give it a try. I think you might like what all it does.
