Does anyone know how the collisions button works for dynamic hair? I thought it could stop the hair from going into the skull or something but it doesn't seem to do anything.

Make sure that whatever object or body part the hair is colliding with, also has collisions selected.as well  - Check the "Properties Tab" for that item or part.
