 is there a way to make a shader that will make skin shimmer? Like the shimmering powder only all over.

kind of like her eye make up but for the whole body and I can use any skin texture. This is for a race of beings and I'll need it for more than one model. of course being able to adjust the amount of shimmering so it can vary from person to person would be cool.

I hope I'm asking this clearly. I'm not sure I am.
