I believe its a character by Phoenix1966. But I could be wrong. I agree with Dave, contacting the vendor would be best :)

your link is not working, but I agree it looks like her work, although I'm not really seeing that character in the Phoenix store. Very nice character, though, and I can see why  Kalypso is looking for it.

Actually my first thought was to check Phoenix1966's store!  But like Dave I didn't see any character that came close.   I usually don't ask the vendor if the answer is something that can be found by others who might recognize it.  

I'm sure vendors have their hands full with their customers who are probably their priority.   I just wish they'd all give credits like, for example, fabiana who lists everything used :)

 

listing is the best way . I've had to write to quite a few artists to find out what things they were using. Sometimes I feel weird though, especially if I like what is used in the marketing images more than the actual product they are selling :)
