I've noticed at the Blenders website that Blender has a modeling/UV feature - does it also have a 3D paint option? Or something similar?  I'm mainly looking for a (free, or cheap) program that will allow me to import 3D models and UV/Texture them.

Blender 2.5x has something called "Projection Painting". Not sure if it was in 2.4x or not. Probably ;). There's a video tutorial on how to do it on blendercookie.com that's pretty good :).

3D paint option, I think you are talking about painting the texture on the model in the 3D window.  It is possible in Blender 2.4x too.  I'm using it to create the textures that come with the Beach Volleyball Set for Antonia, which can be found at http://sharecg.com/v/49179/gallery/Poser/Beach-Volleyball-Set-for-Antonia-1.2.0

in blender you can paint direct on the model with simple brushes in 3D. you can use projection with photoshop.

you position the camera then you go into photoshop. in photoshop you paint and then you project.
