I've done a lot of tweaking with the simulations and I'm fairly pleased with them now. The issues of poke through have been addressed, primarily by increasing the number of steps per frame. (That was English Bob's suggestion. Thank you!)
So now, I have to fix her hair. I use Pallene Hair for this character. It's complex and not easily posed in static renders, but I've grown accustomed to its quirks. In animations, however, it's nothing short of VEXING!!! It simply doesn't look like it flows naturally, and it has this annoying habit of either vanishing into her breast, or poking through her arm at the end of the sequence.
Also, what can I do to make it look like she's actually moving across the ground, rather than sort of gliding over it? I'm not sure why it looks that way. Please advise.

That's because the foot "planted" into the ground isn't staying stationary, it's moving all over the ground as the animation continues. There should also be a slight pause when the foot hits the ground, as, with each stride, you accellerate and decellerate from point "A" to point "B" each time, so it wouldn't be a continuous speed, but speed up, slow down, repeat for every stride.

Unfortunately... Best bet would be to use quite a few keyframes to keep it syncronized.

A foot which slides is pretty noticable. You might find that a break spline would help keep it planted. Once thats fixed you can watch the overall timing. You might need a few more keyframes to get the foot bends correct.

And shouldn't IK be turned off?
I don't animate humans, but I know I sure as hell turn it off just to do poses... lol

My method of using IK is to load a second character, hide everything but the hands and feet, change the diffuse color to something noticeable like blue and use it as a guide to manually return the limbs to the correct position when you turn off IK.
And save a pose each time you are satisfied then you can put them all together later and apply the necessary splines.
