Not sure but my Adobe PhotoShop always tells me it is not compatible with Win7 and has glitches but I run it anyway. I have to restart it from time to time while editing but not often. Have you checked for compatibility?

The “icuuc36.dll” is installed directly into the Adobe Bridge folder (not sys32).
A reinstall of Photoshop should correct your problem.
Also delete that .dll you found on the net from your system folder!
