Other than PhilC's program, is there any other software that can create custom Poser 8 clothing?

Not without a lot of work ;).
You can make clothing in any modeling program, but then you need to know how to model. If you're going to make conformers, you also need to learn to rig. Dynamic clothes needs no rigging. All that's required of a dynamic clothing item is that it be a mesh and that it fit the target figure.

I use 3ds max 7 and have made uniforms before. I was just looking for something pose friendly.

Hmm...well PhilC's Obj2CR2 is good for a lot of the grunt work I guess. You'll still need to fiddle with joint zones and stuff.

I use Shade to create dynamic clothing for use in Poser. Some of these clothings could theoretcally be converted into conforming items, but my attempts have never been very successful.
