Hi,
I'm trying to create a 600 pound woman with victoria 3. scaling doesnt look right. Would magnets work?

Do you have the V3 morph pack? That would be a good start, unless you're feeling good with magnets. You could do it with magnets but it could be a lot of work for a not so great result. Another approach is to try using a modelling app and build your morphs in there.
Most Poser figures look lousy when they're morphed too far away from their basic shape. I suspect a morbidly obese figure would look pretty bad and you'd have no end of problems getting the fat and skin to fold and bend realistically.

My Obese figure looks pretty bad. I scaled it up using Soft Drinks and chicken wings.
I avoid mirrors and everything's ok.

If you need photo references of an actual 600 lb woman - DonnaMSimpson.com.
Gonna be kinda tough in poser I would think, 600 lb is a big girl.

Yep. I think you need a modeling app like Zbrush. Pricey(600$) but flesh gets abstract at that weght. In Zbrush you can just pull things.I've done a few 300 pound figures with V3.
I don't know of any accurate body morphs out there. Then, I don't know how accurate you want to be... perhaps just sculpting a posed object is the best result. Texture stretch will be a problem, too. Fun challenge though.
