You need a Blinn node in your shader. Then any light that strikes at a shallow angle like that lights up big time.
It's called the Fresnel effect.
Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)

So i have to attach a blinn node with default values into the alternate specular, then point a light at a shallow angle?

The light will strike the outline of the character at oblique (shallow) angles if you place the main light behind - relative to the camera's view - the character, such as having an infinite light apparently coming from the moon.
As for the values, that may take some experimentation to get the degree of effect you want.
Some SSS in the skin shader could enhance the effect.
