Are you trying to do this with shaders only? Are you allowed to use a texture to help? Google images + Cookie Texture brings up some real nice textures to use as displacement or bump.
btw, looks acceptable to me as a first attempt.

Looks a little plastic, but a good start! Perhaps some grainy-ness, via a noise and displacement node? Sprinkles? Chips?

It needs shiny crystals to represent the sugar peeking out of the dough. Still, looks tasty.

zanzo, it's mat-room only. Yeah I looked at images, but I don't know how to get that cracked look yet. I've seen it done, I just can't figure it out yet.
outlaw, there actually is a noise connected to the bump as well as other nodes to the displacement.
Cedarwold, yeah that'd be nice, but I need to get the base part of the cookie done. Before I can even think of tackling sugar crystals.

Cookie-
Planar uv the obj. generate uv template. find cookie jpg. create texture. desaturate, tweak, create displacement. set up in mat room with math subtract node and image map node into displacement.
Sugar crystals- cube primitive, scale, duplicate, arrange, duplicate, arrange, export as wavefront object. import. some kind of glass or crystal shader tweaked to taste in mat room on crystals.
save mat.
export all as wavefront object.
reimport.
save as .pp2
sugar cookie.
or some variation on the above. I would do it all in an external modeling program, though.

...try some variation on the marble 3d texture node to create the cracks via displacement if you insist on doing it all procedurally...

prim, that looks like you used a texture. I also can't tell if yours has a displacement map or not. I'm not saying it isn't there, it just looks flat to me on the surface.
I'll try to tweak the color of mine and use better lighting/bg when I get home tonight from work.

Hence my mentioning the UV's (texture) and my need to adjust the Displacement... and my use of the word vibrant in terms of color.
Ah, nevermind 3D sugarcookies anyway! Once again taking an interest proves to be counterproductive.

...mine still looks a little flat, though. easily fixed with a morph if I felt inclined.
